ARGENTINA: FORESTAMOS O
DESMONTAMOS? (English version below:
Dos proyectos ambientales contradictorios en la provincia de
Córdoba (Argentina): uno obligaría a
forestar parte de las tierras agrícolas
y el otro permitiría la deforestación química de tierras silvestres.
Por una parte, y según una noticia reciente en la publicación
especializada TodoAgro (1), la Legislatura de la
provincia de Córdoba comenzará a tratar el “Proyecto de Ley Agroforestal” que tiene
como objetivo la forestación obligatoria de al menos el 1% de la superficie de
los campos sembrados. El no cumplimiento contemplará sanciones.
Según el ministro de
Agricultura y Ganadería de la provincia, Sergio Busso, la iniciativa “tiene una
mirada ambiental, productiva y paisajística, además de pensar en el cuidado de
los recursos naturales”. El plan ayudaría a que las diferentes cuencas puedan
absorber y recuperar el balance hídrico que fue destruido precisamente por
falta de este balance vegetal.
Fabián López,
ministro de Agua, Ambiente y Servicios Públicos de la Provincia, señaló que
“este plan tiene un conjunto de ventajas ambientales”, y también apunta a un
aspecto industrial que aliviaría la escasez de materia prima regional destinada
a la industria maderera local.
Es decir que este es
un proyecto de ley decididamente pro-ambiental.
Pero por otra parte,
una publicación reciente del servicio noticioso Ecoticias (2), se hace eco de
la noticia de que si bien la ley de
bosques nativos no permite el desmonte
químico, un proyecto de decreto reglamentario de la misma provincia de Córdoba –
que, dicen, la Legislatura podría aprobar antes de fin de año - sí lo

decir, un proyecto directamente lesivo a la situación ambiental de la
provincia.
El Editor de este
blog considera que los legisladores de la provincia de Córdoba harían bien en
conversar entre ellos y, si ambas noticias son correctas, decidieran si, en lo
que respecta al medio ambiente, optarán por “encendeder la calefacción o el
aire acondicionado”. Hacer ambas cosas al mismo tiempo no resulta razonable.

ARGENTINA: SHALL WE FOREST OR DEFOREST?
Two contradictory environmental bills
in the province of Córdoba (Argentina): one of them would oblige to forest part
of the agricultural land, while the other would allow chemical deforestation.
On the one side and, according to a recent news of the speicalized
publication TodoAgro (1), the legislation of the province of Córdoba
(Argentina) will begin discussing the proposed “Agroforestry Law” that would
demand foresting at least 1 % of the sown fields. And non compliance will be
sanctioned.
According to the province’s Minister of Agriculture and Livestock,
Sergio Busso, “the initiative has environmental, productive and landscaping objectives,
as well as protecting the natural resources”. The Project will seek that the
different basins could absorb and recuperate the hydric balance destroyed by
the lack of vegetative balance.
Fabián López, the provincial minister of Water, Environment and Public
Services, pointed out that “the plan has a number of environmental advantages”,
also considering an industrial aspect for the alleviation of the scarcity of
regional raw materials for the local wood manufacturing industry.
Therefore, we can conclude that this one is a decidedly
pro-environmental Project.
On the other hand, though, a recent news of Ecoticias (2) reports that
although the native forests protection law forbids chemical deforestation, a
new ruling decree under discussion – and that it is said the Legislature will
probably pass before year end - would allow it. (Source: NoticiasAmbientales).
Therefore, this is a project that
is directly harmful for the provincial ambient.
This blog’s Editor considers that the provincial legislators should
communicate among themselves and, if both news are correct, they should decide,
as far as the environmental aspects are concerned, whether to switch on “the
heat or the air conditioning”. To do both things at the same time doesn’t seem
reasonable.
