REINO UNIDO: CLIMA Y SENSATEZ POLÍTICA (ENGLISH VERSION BELOW)
Los políticos ingleses cierran filas alrededor del cambio
climático a pesar de sus diferencias políticas dando un ejemplo que el mundo amenazado
por los riesgos –los climáticos ciertamente no son los únicos - debería imitar.
En un artículo publicado por SustainableBusiness (1) la autora menciona “una
hermosa iniciativa” de los líderes de las tres principales corrientes políticas
del Reino Unido, que coincidieron en un movimiento de unidad ya que, dicen, “en
relación al cambio climático ellos están todos en un mismo bote”.
David Cameron (Conservador), Ed Miliband (Izquierda) y Nick
Clegg (Demócrata Liberal) emitieron una declaración comprometiéndose a trabajar
juntos en el tema del cambio climático, sea cual sea el partido que gane las
próximas elecciones.
La declaración dice: “El cambio climático es no solo la mayor
amenaza al ambiente, sino también a nuestra seguridad nacional y global, a la
erradicación de la pobreza y a la prosperidad económica.
"Actuar sobre el
cambio climático es también una oportunidad para el fortalecimiento de la
economía, la que será la más eficiente y la de mayor resiliencia frente a los
riesgos que nos esperan. Es en nuestro interés nacional actuar y asegurar que
otros actúen junto a nosotros..
“El 2015 ofrece una
oportunidad única con países que comprometerán sus respectivas contribuciones a
la acción antes de que el mundo se reúna en Paris a fin de año para llegar a un
acuerdo sobre cómo enfrentar el cambio climático. Es vital que ese acuerdo sea
un éxito y el Reino Unido realizará su parte para asegurar un resultado
ambicioso.”
Y estas son las razones de por qué se comprometen:

* Para buscar un acuerdo climático global justo, sólido, y
legalmente vinculante que limite el aumento de la temperatura por debajo de
2ºC.
·
* Para trabajar juntos cruzando las líneas partidarias a fin de
acordar un presupuesto del carbono en consonancia con el Acta del Cambio Climático
del Reino Unido (UK's Climate Change Act.)
·
* Para acelerar la transición a una economía de disminución del
carbono que sea competitiva, eficiente y terminar con el uso indiscriminado del
carbón de piedra en la generación de energía.
El artículo trae también un reclamo para los EEUU y otros países
grandes productores y consumidores de energía para que planifiquen sus acciones
e inversiones hacia un futuro que asegure la estabilidad del carbono, evitando
que las diferentes posiciones políticas se interpongan en la planificación y
realización de propósitos en lugar de litigar entre ellas por razones
partidarias y electoralistas, afectando la dirección en que se mueva el país a
pesar de los resultados electorales reales o potenciales. Lo contrario sería
una de las más frustrantes consecuencias de la profunda división partidaria que
impide progresar uniendo esfuerzos hacia los beneficios para cada país y para
el mundo.
La autora del artículo –norteamericana, ella – dice que “en los
EEUU todo es pelea, no importa la magnitud del tema discutido”. Cada uno empuja
su ideología al límite hasta su último aliento incapaces de llegar a un
acuerdo, alimentados por una combinación de simple ignorancia e influencias
fogoneadas por intereses económicos.

altruista posición de los políticos Ingleses debería ser tenida muy en cuenta
en muchos países – empezando por el suyo propio - donde no solo por el riesgo del
cambio climático sino más bien ante un posible riesgo institucional, los políticos
parecen incapaces de acordar un proyecto conjunto no tanto por diferencias de
ideario político sino por ambiciones electoralistas, acordando unos pocos
principios básicos comunes que ayudarían a orientar al país hacia la potencia que sus fundadores habrán soñado. Los
políticos de todo el mundo deben imitar a los británicos abandonando ambiciones
personalistas adolescentes, madurando y aceptando que ante un riesgo de
proporciones los caprichos electoralistas no llevan a ningún buen fin ni individual
ni comunitario aun cuando se obtenga un triunfo en las elecciones.

In what the autor calls a beautiful move, leaders of the
UK's three main political parties came together in a moment of unity - to
say they are all on the same page when it comes to climate change.
David Cameron (Conservative), Ed Miliband (Labor) and Nick
Clegg (Liberal Democrats) released a statement pledging to work together
on climate change, regardless of which party wins the next election.
The statement says: "Climate change is one of
the most serious threats facing the world today. It is not just a threat to the
environment, but also to our national and global security, to poverty
eradication and economic prosperity.
"Acting on climate change is also an opportunity for the UK
to grow a stronger economy, which is more efficient and more resilient to the
risks ahead. It is in our national interest to act and ensure others act with
us.
2015 offers a unique opportunity to accelerate that chance, with
countries pledging their contributions to action before the world comes
together in Paris at the
end of the year to reach an agreement on tackling climate change. It is vital
that this agreement be a success, and the UK will play its part in ensuring an
ambitious outcome.
That is why they pledge:

- To seek a fair, strong, legally binding global climate deal
which limits temperature rise to below 2C.
·
- To work together across party lines to agree on carbon budgets
in accordance with the UK's Climate Change Act.
·
- To accelerate the transition to a competitive, energy
efficient low carbon economy and to end the use of unabated coal for power
generation."

The autor says that the US could sure learn from this. The UK is telling stakeholders - such as utilities, businesses and investors - they can plan ahead, make investments, and be clear on the direction the country is going in. They can do so without wondering if and how policies will change with politics.
They aren't saying they have all the answers about how to get there, but they are making a commitment to go in the same direction - toward a low-carbon economy.
One of the most deeply frustrating consequences of the deep, partisan divide in the US is their inability to make any progress and to join hands to move forward in a direction that benefits the country and the world.
In the US, everything is a fight – the autor says - no matter how small or large the issue is. They push their ideology to the limit - grandstanding until their last breath, with no ability to compromise. In the case of climate change, their perspective is based on utter ignorance, buttressed - says the author - by outright lies and misinformation from entrenched industries.

Comment by the Editor: The example of this altruistic position
of the British politicians should be taken very seriously in many countries –
his own among others - where politicians seem unable to agree with a project that
could help averting important risks among which the climate change is but one among
many others. The obstacle frequently lies not on differences in ideology but on
electoralism that avoids reaching an agreement on just a few basic points to
fight the risks. The politicians of the world should imítate their British
counterparts abandoning pesrsonalist ambitions for the sake of communitary,
national and global benefit.
