REGULACIÓN ORGÁNICA EUROPEA: PELIGRO!

EUROPA Y LA NUEVA REGULACIÓN ORGÁNICA: INACEPTABLE TOSUDEZ BUROCRÁTICA

Desde hace varios meses se está desarrollando una fuerte controversia sobre la redacción de la nueva regulación orgánica europea. Un inexplicable apuro por pergeñar una nueva versión - necesaria pero complicada - amenaza con producir un atosigamiento que hará la vida imposible no solo a los productores orgánicos europeos y del mundo, sino también a los organismos de control oficiales y privados entorpeciendo magistralmente el comercio orgánico internacional.

Todos quienes están involucrados en el rubro orgánico en Europa claman por un mínimo de racionalidad en la conducción de este proceso complicado y difícil (1). La necesidad de agiornar la regulación orgánica europea no puede justificar los torpes apuros que la burocracia oficial de la Unión Europea está intentando forzar ignorando supinamente las opiniones y los consejos de las partes interesadas que tienen experiencia de primera mano en la realidad.

Organismos como IFOAM con décadas de experiencia práctica en la producción y control de los procesos de la agricultura orgánica han ofrecido su colaboración en la redacción del nuevo texto regulatorio pero, lamentablemente, están siendo mayormente ignorados por  la tozudez de quienes no tienen de la experiencia en los procesos agrícolas más que lo que creen erróneamente deben decir las palabras de una florida terminología burocrática tan vacua como inútil.

Obviamente, esta particularidad no es única de la burocracia europea; todas las burocracias oficiales del mundo sufren de la misma visión distorsionada de la realidad y de la estupidez de creer erróneamente que las palabras construyen la realidad. Y que, lamentablemente consideran que por encima de la realidad del día a día - patrimonio mayoritariamente de los privados que meten la mano en la tierra - está la inmarcesible y sacrosanta autoridad de un escritorio oficial.

EUROPE AND THE NEW ORGANIC REGULATION: UNACCEPTABLE BREAUCRATIC STUBBORNNESS.  

A strong controversy about the new European organic regulation has been growing up during the last few months.  An unjustified haste for drafting a new versión – necessary but complex – threats to hassel not only the organic European and worldwide producers, but also the official and prívate control organisms that will thoroughly hinder international trade. 

All those in Europe involved in the organic industry clamour for some rationality in this complicated and difficult process (1). The need to update the European organic regulation cannot justify the clumsy haste of the EU’s official bureaucracy that  ignore the opinions and suggestions of the stakeholders that have first hand experience about reality.

Organisms such as IFOAM with decades of practical experience in the production and control of the organic agricultural processes have offered their help in writing the new regulatory text. But, unfortunately, they are being mostly ignored by the obstinacy of those that do not have any further experience in the agricultural processes beyond what they mistakenly belive the words must say in a flowery bureaucratic terminology, as hollow as it is useless.

Obviously, this pecularity is not exclusive of the European bureaucracy; every official bureaucracy of the world suffer of a distorted view of reality and of the shortsightedness of believing that it is words that construct reality. And that they, unfortunately, consider that above the day to day reality – mostly patrimony of the prívate parties that are the ones that dig the ground with their own hands – is the unfading and sacrosanct authority of an official desk.
