El siguiente es un extracto de un comentario
aparecido en el servicio de noticias ECOTICIAS para América Latina (*) acerca
de un reciente taller sobre gestión de residuos.

El incremento de la
generación de residuos sólidos, la falta de acceso a servicios de gestión de
residuos y las nuevas estrategias para lograr la prevención y una mejor
disposición de estos fueron los principales temas de discusión durante el
taller regional sobre gestión de residuos, que se desarrolla del 10 al 12 de
mayo en Uruguay.
En América Latina y el
Caribe, la generación de residuos municipales, que se estima en unos 160
millones de toneladas al año, ha aumentado progresivamente debido a la expansión
de la urbanización y los cambios de estilos de vida de sus habitantes, tras la
disminución en los índices de pobreza en los últimos 20 años. Para el 2025, se
estima que la generación de desechos se duplique en la región.
“El manejo de residuos se
ha convertido en un importante reto en términos de planificación, impactos de
salud y el uso de los recursos, sobre todo en los países en desarrollo”,
destacó Leo Heileman, Director y Representante Regional del Programa de las
Naciones Unidas para el Medio Ambiente, PNUMA, en el marco del foro.
“Los países de América Latina y el Caribe han fortalecido sus marcos legales y ampliado su cobertura de recolección de residuos, a la vez que han logrado cerrar un porcentaje importante de los vertederos a cielo abierto. Sin embargo, algunos retos continúan; el mayor es cambiar nuestros patrones de consumo y estilos de vida, y la manera en que producimos”, señaló Heileman.

Los participantes del foro evaluaron el
potencial de reciclaje de cada país, las opciones de tratamiento y eliminación
de los desechos, a la vez que se dieron intercambios de información entre
países y se analizaron los retos actuales en la región, como el aumento de la
generación de residuos y los cambios en su composición.
El taller es organizado por el PNUMA con el apoyo del Centro Coordinador del Convenio de Basilea/ Centro Regional del Convenio de Estocolmo para América Latina y el Caribe, el Ministerio de Vivienda, Ordenamiento Territorial y Medio Ambiente de Uruguay y la Agencia Española de Cooperación Internacional para el Desarrollo.

LIFESTYLE, CONSUMPTION AND REFUSE MANAGEMENT
The
following is an extract from a comment appeared in ECOTICIAS, ecologic news
service for Latin America (*) about a recent workshop in refuse management.
The increase in solid refuse generation, the lack of refuse management
systems, and the new strategies for the prevention and better disposal of solid
residues were the main discussion subjects during a regional workshop on refuse
management, that took place May 10-12, 2016 in Uruguay.
In Latin America and the Caribbean, municipal residue generation
estimated in 160 million tons per year, has increased progressively due to the expansion
of urbanization and changes of lifestyles after diminishing poverty rates in
the last 20 years. It is estimated that for 2025 residue generation in the region
will double.
“Residue management has become an important challenge in terms of planning,
health impacts and the use of resources, mainly in developing countries”,
pointed out Leo Heileman, Director and Regional Representative of the United
Nations Program for the Environment during the forum.
“The
countries of Latin America and the Cribbean have strengthened their legal
frameworks and extended their residue recollection, at the same time that they
have succeeded closing up a number of open air dumps. Nevertheless, some
challenges continue; the main one is to change our consumption patterns and
lifestyles, and the way in which we produce”, added Heileman.
The
participants in the forum evaluated the recycling potentiality of each country,
the options for treating and eliminating residues, and exchanged information
among countries, analyzing the challenges in the regions such as the increase
in the generation of residues and the changes in their composition.
The workshop was organized by PNUMA with the support of the Coordinating Center for the Basilea Agreement/ Regional Center of the Stockholm Agreement for Latin America and the Caribbean, the Uruguayan Ministry of Housing, Territorial Ordering and Environment, and the Spanish Agency for International Cooperation and Development.
